e40babefe1 ipq806x: enable usb support 
This change doesn't make USB functional but it does make it selectable
from a configuration perspective.

c3daf8ff1e ipq806x: clean-up kernel config file 
Options that used to be in target config have been added to the generic
config file, so remove them.
