John Crispin 10ad7c5a3e [lantiq-wdt] ...

The enable function was using the global timeout variable for local operations.
This resulted in the value of the global variable being corrupted, thus
breaking the code.

Makefile

Add a target (CONFIG_MAKE_CONFIG) that creates an exportable toolchain. The toolchain will zipped and saved under $(TOPDIR)/bin directory.
