Since IP175D uses tag-based VLANs, we need an ability to set VLAN tag
of every VLAN.

Makefile

Add a target (CONFIG_MAKE_CONFIG) that creates an exportable toolchain. The toolchain will zipped and saved under $(TOPDIR)/bin directory.
