88b4039e47 Clean up AircraftGenerator. 
This class does far too many things and the file is huge. Split it up
into a few more classes.

14769c0350 Fix type errors with Flight.start_type in the UI. 
Also reorders the enum so that iteration shows the order we want in the
UI by default.

74291271e3 Move mission generation code into game.
