Fix mission-scheduler bugs wrt BARCAP ...

- BARCAPs over regular CPs are no longer planned at the same time
- Carriers were planning 1 BARCAP too much if a second wave would be introduced, i.e. (BARCAP-duration / mission-duration) < 1
